During my school years (OK, a long time ago), everything was graded on the 0-100 scale and 69 was considered a failing grade. In your class, you pretty much know which students were going to excel, which ones were going to be OK/middle-of-the road, and which ones were going to struggle. I would imagine that it hasn't changed all that much over the decades.
